About
Our Firm Childs & Halligan, P.A., is a mid-sized law firm committed to providing school districts throughout South Carolina with high quality, responsive, and cost-efficient legal services. Located in The Tower at 1301 Gervais Street, Suite 900, in Columbia, South Carolina, our practice concentrates in the areas of school and employment law, and our fourteen attorneys practice before all state and federal administrative agencies and courts. Our attorneys have successfully handled many of the challenging and important cases decided by the South Carolina Supreme Court interpreting the South Carolina Employment and Dismissal of Teachers Act, Education Finance Act, Education Improvement Act, Tort Claims Act, Charter Schools Act, and Whistleblower Act, among other laws, and have successfully represented school districts in the most significant special education cases to come before the federal courts in South Carolina within the past few years. Additionally, we have successfully defended several federal court Title IX cases involving student sexual harassment claims, an area of educational law that is rapidly developing among the plaintiffs’ bar. We have won cases for school districts and their insurers in practically every judicial circuit of the state. Importantly, we have existing relationships with all major insurers of school districts in South Carolina, which allows us to provide legal counsel to our clients with no disruption in representation. Our firm has been a long-term, loyal supporter of the National School Boards Association and its Council of School Attorneys, the South Carolina School Boards Association and its Council of School Attorneys, and many other entities devoted to improving public education. Because school districts are public employers, we recognize our responsibility to assist our clients in maintaining high standards in the conduct of all programs and activities, providing fair treatment, and fostering good employee relations through a positive personnel program. We encourage districts to conserve public funds by preventing unnecessary and expensive litigation, and we provide sound legal advice, efficient legal services, and careful planning to enable districts to focus on and achieve their educational missions.
